Fix high SoftIRQ on 4.13 kernel
Create /etc/sysctl.d/99-network-tuning.conf
file
touch /etc/sysctl.d/99-network-tuning.conf
Insert the following text into /etc/sysctl.d/99-network-tuning.conf
